INTRODUCTION

The three partners in the programme (i.e. Romania, Ukraine and Republic of Moldova) have established a number of bodies forming the implementation and monitoring mechanism of the programme.

Joint Managing Authority (JMA)

The Joint Managing Authority is responsible for managing and implementing the operational programme in accordance with EC Regulations and the principles of sound financial management. The JMA for the program has been jointly designated by the programme partners, within the Romanian Ministry of Development, Public Works and Housing.

Audit Authority

The Audit Authority is responsible for ensuring that audits are carried out to verify the effective functioning of the management and control system of the Operational Programme and ensuring that audits are carried out on operations.

Joint Monitoring Committee (MC)

The MC is formed of representatives at national, regional and local level from all three countries concerned, supervises the programme and is responsible for its strategic adaptation.

Joint Technical Secretariat (JTS)

The JTS will function in two locations: Regional Office for CBC Suceava and Regional Office for CBC and has branch offices in Odessa and Chernivetska (Ukraine) and Chisinau (Republic of Moldova). It assists the Programme management bodies in carrying out their respective duties.
